		<description>I am curious as to how the government once again can attempt to mandate citizens pay for a private service they license? I question the legality of this legislation as being unconstitutional.  What&#039;s next? An emergency mandate saying that bugs are a threat and demand that all homeowners show proof they have an on-site pest control agency?</description>
